Crusade, v2.5. I have all the required resources and money, but I cant build any Starbase Defense Modules. The module appears on the list, but it is grayed-out and can't be selected. This is true for both economic and mining starbases. I have upgraded the economic starbases with two levels of factories, income, and science modules.
