What is the best software?

Hi,
Im new here. All this while i just downloaded whatever i like. Now i would like to learn how to creat it (all the categories in Library). Anybody can tell me what software i can use?

To create WindowBlinds and ObjectBar skins you can use SkinStudio.
DesktopX does not need such an app.
Most others simply need a text editor.
And of course a good graphics program would help.

Take your pick:
[text editor war] /me uses win32pad
[graphics war] /me uses Flash/Photoshop
