Everything was fine before the Win 10 Fall Creator's Update corrupted my OS install a couple of days ago.  That got fixed but now I cannot move any icon on the desktop, the icons simply return to the top-left-hand corner. If I take an icon out of a fence, it snaps to the left hand side of the desktop.  I can rearrange icons in fences but not outside of the fences.

The desktop context menu items "Auto-Arrange" and "Align icons to grid" are both appear to be deselected but I also cannot change them.  If I disable Fences from the Customize Fences/Home window, I can then move all of the icons and alter those desktop settings.  Re-enabling Fences returns me to the previous state.

Never mind.  A re-install of Fences solved the problem.
