Q: Are Administrators returned to the pool when a starbase is decimissioned or survey ship disbanded?

I have been playing GalCiv III 2.71 Crusader expansion. I wanted to eventually move my cultural starbases closer to the borders of my empire. It seems however that when I decommission a starbase the administrator is not returned to the pool.

It is even more obvious when I checked the number of my survey ships. I had four survey ships at one point of the game. I disbanded one. The administrator summary still shows, however, that four administrators are consumed by survey ships. I am pretty sure that I have only three survey ships in my fleet now.

Is this an intended design or is it a bug? I quite understand that the other resources (Elerium, Thulium, etc.) are not returned back when I decommission a starbase. Maybe it is the same with administrators.

Actually you do get back an admin pt when you decommission a survey ship.  If you check the available admin pts, it will increased by one for every survey ship decommissioned.  Also you can decommission colony ships to get back the points.

Never tried with survey ships or colony, but there was a big flap over the star bases.

It boils down to one dev who thinks decommissioning a SB to get back the admin can be exploited. Build mining bases for one resource, get a ton of said resource then decom and start over for the next. I looked it up in November so don't recall where the thread was. The reason it is seen as an exploit? We already get a ton of admin during the game. I dont see it that way. Just from techs you don't get a lot even if you focus on admin granting techs. As far as citizens, well if you train nothing but admin and convert them then you can get a lot but who would go that route?? Admin building?? Not worth it when you get 1 pt rather than a full admin worth 5. But there is also the issue of upgrades that require admin, even for admin using ships. Not sure if you upgrade a survey if you get back the admin after completion. Upgrading a ship you already paid an admin for should not continue costing more admin.
