Over population

The glorious Empire of Me, just took a planet for the infamous cyber bullies, the Yor. I know have a planet with a population of 17, but with a population cap of 3. So do gain the effect of 3 pop, or 17, or something in between?

The Yor, being synthetic, do not need food or cities to expand their population, so their only population cap is the hard cap that is the planet class (i.e. number of tiles).  If you are carbon or silicon based, then the cap became 3 when you took over the planet, and the current population will start to slowly die off unless you build cities.  Eventually it will drop to 3 if you do not build cities.

Your population is 17. You gain the full effects of your 17 pop. However, due to being over your pop cap, you will lost pop at the rate of 0.1 per turn until it is less than or equal to your pop cap.
