command ship logistics bonus not working

I have a merc command fleet and the bonus logistics don't work anymore. It says 86 normal 107 with 25% boost. It won't use boost

I had to restack the fleet to get it to work. I took out the command ship or more then remade the fleet. This is a pain but it worked
