How to connect an Infrared Device in M.E.

I have windows ME and when I try to install an infrared communication device it wont let me. It wont detect the new hardware and "Infrared device" isnt on the list of hardware to add manually. Does anyone have any idea as to what I can do to install it?

Note: The device I am trying to install is one that connects to a COM port. It comes with the Lego Mindstorms software.
