Using Skins

I recently put windows 2000 on my system, and I am wanting it to look more like the windows xp o/s. I have 2 questions. First, what program should be used to best change the skins for an o/s ? and second, when the skin is changed, is all the same functionality still available example, adding or deleting a program to the quick launch bar and not needing to refresh in any instance to see the change.

-being able to move programs in the start menu to a different folder within the programs menu.

It would be greatly appreciated if I could get input as to what the best program to use would be, and whether there are faq's or guides explaining how it works.
