Look at the Aquatic and Baren planets near Drengi, they have no penalty.

In the technology tree, look at the Colonization Focus tech, I have no Mastery tech.

Extream planet Masteries have always been acting... weird...

If one of devs is interested I think I found solution and I can provide you my "PlanetTraitDefs"

On the other hand there is chance I have no idea what I have done
