Scroll up/down while holding an icon

How would you re-arrange icons in an easy way? Right now I have to move the icon up or down 2-3 rows and repeat until I get them to the top or bottom. I know you could use the scroll wheel while holding the icon with left mouse button to easily scroll up/down. I've done this in some other software.
