The "Trade Route Value" bonus for planets (mine and foreign) is not taken into account.
You do not get the planet bonus for trade routes from other civilizations planets (Thiers or Yours). Your planets however should be working, they work for me in my games. Did you happen to colonize or capture that planet? I am wondering why it would work for me but not you, there is obviously a bug there some place. Precursor Gateways is the planet trait for me. (It is a custom Trait but uses the exact same code as yours)
So you say that the bonus is taken into account only if it is the planet which initiates the route, therefore the starting planet.
The interface text is misleading. "MoPo I" is the destination planet. The Draths gave it to me after they surrendered to the Drengins.
I did a test with the starting planet "Torus VI", it does have the bonus, but the bonus is not taken into account either.
So yes, definitively something is wrong.
Edit: My bad, it's there "Tidally Locked" +10 %. 
So yes, it seems to work only with the initiating planet.
Again, this is not well explained in the game.
I think it would be good if the Trade Route Value bonuses are taken into account in all cases, it would not be misleading.
