Bug Not Clickable Areas and Unrelated Tooltip v3.96

The areas that display tooltips for "Espionage Level" and "Number of Spies" (red) are not clickable to change the selected civilization, it's extremely annoying to have to remember where to click and where not to click.
Clicking on the area that displays the tooltip for civilization (green) works correctly.

It's all part of the basic principles of having a user interface that is pleasant to use.
Also, the line "Credits" displays a tooltip which has nothing to do.
