I purchased a new copy of Start 10 for a new laptop. After running Start 10 from the menus, it does not say that a restart is required . So the startup of Start 10 is not done. I can't use Start 10 - it does not replace Windows start menu.

Sorry to hear you are having issues. It always best to reboot your system whenever you install something that somehow will change how your system work. Please try uninstall Start10. Reboot and reinstall it again. Reboot again. Retest and report back here.
And if it still having problem. Please also post few more details.
1) Windows version numbers. Please use Winver.exe to get the full version numbers.
2) Start10 version you trying to use.
3) More detail explanation on the issue.
