Translucent fence backgrounds don't update when background is updated via application

Simple bug report.

I'm using Rainmeter to update my wallpaper using the `!SetWallpaper` function. Fences does not correctly update the translucent image on update.

Example of issue: https://i.imgur.com/tTwB0ds.png

Here's an example rainmeter skin you can use for testing: https://visualskins.com/skin/wallpaper-changer

System info:

Windows 10 Enterprise LTSC v1809 (OS 17763.1339)

Transparency set to about 20%, applies to all fences

Translucent fence backgrounds enabled

Fences v. 3.0.9.11

If this ends up being an issue that should be addressed with rainmeter, please let me know the exact windows protocol fences is referencing for the update so I can correctly report it on their side.

Cheers.

Hello,

Sorry to hear you are having issues. But, I have tried the Wallpaper changers, change to my own wallpapers. And it working fine. The screen will go black for a split second than load the wallpaper and the Fences background update itself accordingly. Here is what I get.

Do you have the "translucent fence backgrounds" option enabled? It doesn't seem to have this issue without it.

If you do, perhaps its an issue with Windows LTSC instead. It's likely missing some compatibility options or something.
