Can surrender behavior be changed during a game?

I'm currently playing an enjoyable game but wish I had used a different surrender option when creating the game.  Is there a way to change the surrender behavior after the fact?

Unfortunately, no. It is embedded in your saved game data from start.

You can change

- the difficulty (Options, gameplay)

- and the victory conditions (ESC, Victory Status, Victory Options),

but not

- the layout (quantity of resources, frequency of events, pirates, etc)

- the conditions (no tech brokering, AI surrenders, ...)

- the number of players
