Sorry to hear you are having issues. Need to know more on your system.
1) Windows version. Please use Winver.exe for full Windows version numbers.
2) Displays details : Resolutions, Scaling applied (100%,125% 150% etc) on each monitors.

Please try purge and reinstall steps as mentioned here: https://forums.stardock.com/486022/start10-support-faq#reinstalling Just make sure to redownload the latest version from your account. Reboot after the purged. Reinstall, and Reboot again after the installation. Retest it. Report back here.

Done. However, the problem still exists.
Interestingly, if you go into the settings, turn off and turn on transparency, this effect disappears for a while:

Please try cleanboot to see if there is something conflicting with Start10.

Unfortunately, it didn't help.
Just in case, I want to clarify that this effect only lasts 1-2 frames. The video above has been slowed down for demonstration. In real time, it feels like a fast black flicker when opened.
Well, I can't reproduce it on my system. I am wondering if you have wallpaperengine installed or anything similar running managing your background.
