Are license plans "upgradable"?

I have Fences, do I pay the difference for the Object Desktop licenses?

I have Fences, do I pay the difference for the "Object Desktop" licenses to obtain it? or would I have to pay for the "Object Desktop" licensing key in its totality despite already having purchased Fences package?
