Prominence 3

Not ure if this is the right place to ask but after looking into it i found out that the prominence 3 ideology upgrade is a one-off thing which i think is a bit dumb but i was wondering if there was a mod or something like that that made it go off every turn or something like that again not sure if i should ask here or on the mods page but any help is appreciated

I didn't find an ideology called Prominence 3. Where is that?
