I remember some years ago there was a program that allowed you to skin your memu at the top of the page, you got to choose what you wanted and you were able to choose from many designs, it's great having window blinds to customise your taskbar but it would also be great to be able to customise the top when online, any help would be appreciated

No its not these, i cant for the life of me remember what it was called, it was an ap you used with internet explorer, it allowed you to add a picture in your menu bar at the top, with that and window blinds it would look really good??

Ok, i think i remember the name of it, it was called Hotbar, i searched most of the afternoon trying to find it, it used to be good, not sure what its like today.
