Update/Status on URL protocol rule/filter

Back in 2015, The_Gear told us that he'll add the protocol filter to the feature request list. From what I could find, nothing came of this (including communication, updates, etc.). This functionality has been requested multiple times since then.

What is the status of this?

Is it planned, dropped, being implemented, impossible, etc. ?

Please provide an update on this.
