Your "start" menu will only change for WIN XP. All other OS's need to have ObjectBAR installed also.

This is odd. What version of WindowBlinds are you using?

What skin are you applying? Older skins made before XP don't support the Start menu.

Strange. MB Ace, hang in there and you should get your answer soon. Any chance you could do a screenshot and upload as your desktop image? It would help to see what the start menu looks like on your end.

Have you got the "Always use the XP taskbar defined in . . ." option set? Does it work if you set it? Have you changed the start panel in any other way?

The problem seems to be a registry key which has been set on your PC somehow. I would guess that you used WB 3.x before WB 4 as the WB4 UI has no way to change this value.
Assuming you are happy with regedit :
Open regedit and find HKEY_CURRENT_USER\SOFTWARE\STARDOCK\WindowBlinds\WB5.ini\WBLiteFX
There will be a value called NoXPFeatures which is probably set to 1 on your machine.
Delete this value and then force WB to reload the skin (or reload WB if you previously unloaded it)
Hopefully you should now have taskbar & startpanel skinning.
