Is there any program that can randomly select both a background picture from my wallpaper collection and a windowblinds skin from my skin collection?

no, lots of wallpaper changers do, but no wb application.

Is there any way to apply a skin from the command line or any other way than actually selecting it from the skins page or in windowblinds?

There is a program called Random Blinds, that ramdomly changes your WB skin when you restart your computer. It is a bit old and I don't know if it will work on WB 4 but here is the link...https://www.stardock.net/people/wbstuff/tools.html#tools
