Why skin not shows as advertised?

I Recently purchased "Assassin" skin from here: https://www.wincustomize.com/explore/windowblinds/9270/

After applied into WB got some background UI still plain white, after some reading it happens make me to update WB and Windows into latest version so I did, but still after re-applying the skin it still not showing the background as advertised, did I miss something?

Fyi, I commented this issue in skin link and contacted the author as well through his website, still waiting respond.

The screenshot for the skin looks like it was done in Windows 7, so that is why i does not look the same in Windows 10. There have been changes to Windows 10 that may have affected how the skin functions in Windows 10. I am sure the author will respond as soon as she can.

I thought that as well before purchasing the skin, but the Author mentioned:

"Updated a few glitches, startmenu mouse over. etc. For windows 7,8 and 10 Zip contains windowblind and 3 wallpapers"

so I thought the skin was updated.
