From the Home Page just click on " Upload "

Make sure it's HD 1920x1080 resolution or Higher and

include a description of the wallpaper and a

1920x1080 HD resolution for your Preview image

why does my wallpaper keep on getting declined

If a wallpaper doesn't rate at least 2 it will only be visible on your own profile.

If a Moderator rejects your Wallpaper upload they leave you a message why .

Fix the reason and re upload it .

Like He said above if  they rate it to low to make the home page it will still 

show up in your profile  ...
