black markets and execution of many traitors

Lots of fixes for 6.o the awesomeness of gal iv is coming to focus.... I got build blackmarkets this a future thingey... found no way to build it...then theirs constant kill a traitor...that is nonexsistant...have had a few traitors to deal with ....this one is ??????????????

The black market can't be built unless the crime levels on a planet are high enough. Some planet improvements are like that. I don't know how much crime you need as the improvement does not say.

Killing leaders reduce the loyalty of the rest. You might be creating your own traitors.
