Have tried other computers and browsers with fences.req file.  Still get same errors.  Receipt shows in my order history and it Fences 4 shows a registered to me.  Not sure what to try next.  Does any one now what needs to be allowed to pass through firewalls for online activation?

Never mind.  I saw that someone else was having problems with Fences 4 registration.  I got a Fences 3 license and that worked as expected.  Will save the 4 one as a replacement someday.
