I am not seeing any pirates or minor civilizations in my game despite set to abundent for both. There are plenty of planets where they can spawn, so have they just not been implemented yet?
I see pirates all the time. Also space monsters and enforcers.
What are your starting galaxy size settings and star frequency settings? I'm wondering if maybe there isn't enough space between stars for pirate ship yards to be spawned.
I also use abundant for both, and I see see pirates, space monsters and enforcers all the time. I think there are only six minor races in the game, so they won't appear very often even on abundant.
