Application Grouping not working for PhpStorm

Followed the instruction and automatic grouping works for other application, but it doesn't for PhpStorm.

Grouped my PhpStorm windows, then clicked on the 3 dots, selected Automatically group all 'phpstorm64.exe' windows together.

Opened a new PhpStorm window and it's floating next to my other PhpStorm grouped windows.

If the app is already running (systray?) or has a funky taskbar, that could be the reason.
