Iconbar on desktop

Hi,

I've got a question. On the screenshots section I've seen a special iconbar kinda' thing. I've no idea what it is and where to find it..
Hope someone can help me.

the color of holland is orange, like the football team, also the last name of the queen/family is 'oranje' (oranje = orange)
