You can download it via your account/product page or using links listed here : https://forums.stardock.com/511294/start11-12-rc-1-feedback-thread. Also, do know that Stardock don't provide official support for Dev/Beta releases of Windows 11. You can post your finding in that thread and review respond by Support and Dev team there.

The message is correct.

You are running an experimental version of Windows 11 and those features do not work fully on that version of Windows due to Microsoft changes.
