Ordering desktop icons outside fences.

I have a mixture of desktop icons. some are within a fence, some outside a fence. When right-clicking on an empty spot on the desktop to arrange the icons that are not in a fence, will this action also affect the icons within a fence? Or will these be ignored and stay within their fence and in the same order within that fence?

From what I tested and see, Icons inside the Fences should not effected.
