LEADER LOYALTY WHY ONLY HARMONY CRYSTALS TO FIX IT?

Why can't you give a leader CREDITS to BUY THEIR LOYALTY?   Everybody loves money.  Harmony Crystals?  Why not a snuggler from a snuggler colony? How about a title or a medal?

Another thing about leader loyalty, why does it dip down so low when you put a leader as a governor on a colonized planet?  Why such a huge dip even if you have the loyalty trait.   Put them in charge and they feel like rebelling before the planet is even developed.  Where would they go?  Who are they going to join other than your empire if they do rebel?  What would be the motivation to lose loyalty after given the trust of a promotion and a job to be a leader when they are in point of fact leaders? 

This seems to affect the 2 human factions more than any other.  They just have their loyalty in the crapper just as soon as you give them a planet to govern or you swap them around in the ministry jobs.  A 10 drop but then if you put one in a new job you've still lost that loyalty, the new job in the ministry doesn't improve it at all,  ONLY HARMONY CRYSTALS.  

That makes no sense.

It's just the mechanic. Is that the way I would have designed it? No, but it is playable. You just want really loyal governors for your core worlds. It's a fact of life.

There are other ways to improve loyalty. I believe there are culture points, policies, and events.

I think you should definitely be able to give gifts to governors. I do that in CK3. There are planetary improvements like the gov office that bump this I believe.
