Experience Issue

When I look at a Battle Report (first screen snapshot below) I see little green arrows pointing upwards next to my ships.  I have assumed that those green arrows mean that my ships have gained enough experience to be upgraded.  However, when I exit the Battle Viewer and look at the ships in the fleet, the only ship that can  be upgraded is my survey ship.  This has been true for many of my fleets that have won battle after battle and none of the non-survey ships have gotten an upgrade.  The exception to this are my Command ships (ships with a Commander).  They earn upgrades as expected.

Please take a look at this.  I don't know if it makes a difference, but I am playing as a custom civilization.

What you're seeing is normal and working correctly.  Regular ships can't be upgraded the way you expect.  When they get enough experience, the green arrow appears, and they get an automatic increase in hit points, which makes them stronger.

Thank you for the explanation.  I will watch the hit points for the ships that do not get to choose an upgrade.

Currently seems only survey ship or commander ship have ability to upgrade after level up.

Suggestion will be to make regular battle ship upgradable, though using the survey modules in ship design. Upgradable ship will make a huge difference after it is level up few times.

The only thing i am not sure is whether it is what the developer design to be like that.
