Enterprise Usage of Start Menu 10/11 to pull icons from a different local directory or network mapped drive

IT Admin configuration options for Start Menu

Hello,

   Can Start Menu 10/11 be configured to pull all icons & folders from a UNC (i.e. \\win16server1\%username%\startmenu\) or regular local directory path (i.e. c:\temp\startmenuicons\)?

   This would be for an enterprise deployment and I only need the ability to display a folder structure with traditional short-cuts in it.  In other words, I do NOT need any type of live or regular tile functionality.  Just a way to click the start button/flag icon and have a listing of short-cut icons to launch.

  Ideally, it would also be great if it were possible to utilize the Windows GPO for Start Menu Redirection

I have read the new specifications for the Windows 11 Start Menus (https://docs.microsoft.com/en-us/windows/configuration/customize-start-menu-layout-windows-11  ) and they have not made it any easier/better than Windows 10.  I had been keeping from looking for a replacement in case Windows 11 was different, but except for moving to JSON this is not the case. 

Regretfully, it looks like Microsoft doesn't care about system admins anymore.

I am looking for a solution that I can easily deploy icons for my users like was possible in Windows 7 GPO.
