UIS1 works well with programs and is faster while UIS2 has more options and is not as fast. I'm sure someone can enlighten you more then that, but that's the basics.

It's the best explanation I've found yet for the differences from a technical standpoint. The reference sections are also really helpful for scripting info when you're developing a skin.
