Start 11 very difficult to use

Task bar jumps around and hides window top edge

I have Start 11 configured to have the task bar at the top (as I had with Windows 10).

Firstly the task bar doesn't always sit at the top edge of the screen (has done for a while but not now) see screen shot or task bar hiding top window.

Secondly it skips from left to right when I want to click on an icon, so I'm always icon chasing. I normally have the bar left justified as below, but it seems to want to move to the middle when I hover over it. 

All in all it's a bit of a pain and not what I was expecting - or from memory what it was doing until recently (issue 1.25?)

Any thoughts on solutions to these two issues - I don't want the bar at the bottom as I'm not used to it that way?

Which version of Windows 11 (inc versiom number) are you using?

Windows 11 21H2 (OS build 22000.795)

Further update.........

When  the task bar is not at the edge of the screen and a window is open, clicking on the lower edge of the task bar causes it to jump up to the edge of the screen. However as soon as the mouse is clicked pretty much anywhere the bar comes back down to it's "wrong" position. Clicking on the lower edge with no window open has no effect.
