Start 11 Upgrade Key

I am not sure what to do exactly. I purchased the Start 11 Upgrade option that was available on my account and the activation code/key doesn't work. My PayPal email is the same as my account email. I tried emailing support for help and it would give me an automated message. The same thing happened when i tried to get a refund.
