Windows Key & Start 11 open menu on active monitor?

Start 10 "open on active monitor" behavior: available in Start 11?

Many years user of Start 10. Recently upgraded to Start 11 (still on Windows 10 OS). The Windows key now only opens the menu on primary monitor.

Specifically clicking w/ mouse opens on correct monitor of course.

Have been thru many Start 11 & OS settings, but not finding a way to get the Start 10 menu on active monitor back...
