Any graphics program that can save 640x480x16 color bmp images and a text editor. See the BootSkin readme and the included skins as samples.

I should note that the VESA driver will be supporting high-color images in a future build.

And until then, your progress bars (if you include them) and your main image need to be using the same 16 color palette or it'll look weird.
