I've downloaded a cursor theme and don't know how to use it!!!!!!do I have to use a program or what????

You will need a program called IconPackager to use the theme, look on the same page you downloaded from, there you should be able to download it

Yes you do need a program. It's called CursorXP and you can download it here.
