How to make 16 colors pictures for bootskin?

Firstly, excusme for my english but I'm a spanish boy.
I want to made a bootskin but I have one question: How can I make 16 colors pictures? Which program do you use? I can make 256 colors pictures with Microsoft Photo Editor but not 16 color pictures. Help me!

MS-Paint will do the job if your an artist, but remember that the main pic and progressbar must have the same colour palette

You can use photoshop as well.

First Create Your Bootskin.

Then Goto Image > Mode > Indexed Color

If it asks You To Merge Layers Click Ok.

Then A Small Dialog Box Will Appear The box labeled Colours which has the value 256 in it, change that to 16 then click ok.

Then Goto File > Save As Select BMP From The Dropdown Menu Then Click Ok.

When A Dialog Box Appears Asking for the BMP Settings choose 'Windows' and '4 Bit' and thats it. repeat the process for the progress bar.

Easiest way :-

Make Main picture with progress bar in it, then cut progress bar (correct size) and paste as new image then save it
