Welcome screen not showing

I don't know what program I installed, but for some reason, WindowsXP (SP2) isn't letting me use the welcome screen anymore. When I go to control panel > user accounts > change the way uers log in > check the "use welcome screen" box and click apply, it doesn't save it. Somehow it got disabled. I'm not sure if it's a program that's causing it or maybe a faulty registry error. Here's what I have, if you think one of these programs could be the cause let me know and I will uninstall it and see if it works. I've been using the Win 2000/98 login style for a logn time so I'm not sure what programs were installed at the time it worked. No I'm not logging into a domain nor do I only have one account on this computer. I want to use login studio

You must have a computer administrator account to turn the Use the Welcome screen feature on or off.

On my system there is only one account and that is me (administrator), and on the Change The Way dialog both options are selected (Checked) and the "Apply Options" button was clicked.

You could try this (maybe you already have) and reboot imediately

This used to work on my computer as well until I installed the express version of SP1. Since then, whenever I apply any skin but the XP default welcome screen, I get the classic login. Is there a patch or anything for this?
