Help with desktop issues: background and icons

I have the latest version of windowsblinds4, iconpackager (no desktopx), theme manager, etc installed. I have win xp with a ATI Radeon 9600 Pro. Here is my problem:
1. I cannot change the background on the desktop to my choice. It defaults to the color in the display properties window, but I cannot change it to anything else. It shows my choices and I can choose them, but when I apply there is nothing. It is almost like the color defaults over the background. Is there a setting in WB or IP that does this? What am I doing wrong?
2. The icons on my desktop will not move and stay where I want them (autoarrange is off). For instance, if I move the recycle bin to the lower right corner of my desktop, the next time I restart it is back on the top left. Also, when I move an icon, a residual image stays there in the original place until I refresh the desktop.
3. How do I get my icons back to original size? They are currently the large size, but nothing like use large icons is checked to my knowledge. Where are all of the possible places this could be set?
