I can't get the skinned Toolbar Icons to show up

I just downloaded mormegil's new LaST (Cobalt) 1.2 for WindowBlinds which says that it has ToolBar Icons Support and I have windowblinds 4.1 and I can't get them to show up. What is going on? Do I need a different program? Also how do I add toolbar icons to a windowblinds skin, through skinstudio 4? if so then I can't figure out how.

Also can windowblinds skins come with wallpapers and icons in them? If so they never show up when I put them on.

Also can windowblinds skins come with wallpapers and icons in them? If so they never show up when I put them on. or do they have to be installed with iconpackager only?
