When using center aligned start button, closing a window causes the tray icons to disappear and then reappear. It does not happen if the start button is left aligned even if the taskbar buttons are centered.

1. 47" 4K at 150% DPI
2. 32" 4K at 150% DPI
I can not reproduce your issue on my system. Note that I am only testing on 2x 1920x1080 system.

Watching your video I can see the tray items removing and then reappearing as you close windows. You can see your IME (ENG|INTL) Icon vanish and then reappear with each window you close.
EDIT:
I'm going to try playing around a bit more to see if I can narrow down a cause.
