Taskbar text customization

Description:
As a user
I want to customize the text in the taskbar
So that I can personalize the taskbar or improve usability

Acceptance Criteria:
Given Start11 is toggled to enhance the taskbar
When in the Taskbar configuration menu
Then an option for text customization is available
AND A different font can be selected (Inherit from System or select from User/System installed)
AND Text color can be changed
AND Text size can be changed
AND Text outline or shadow can be applied (Improves readability for transparent taskbar on white background/page)
AND Text outline or shadow color can be changed
