Unable to get upgrade pricing, though previous order in history and same email used

Straight to the point. I just want to get upgrade pricing for Start 11 and Windowsblinds. I had version 10 of both. Both show in my that I just made today. But the email I am using when I click to upgrade says I don't qualify for the pricing. Help pretty please and thank you. I  really want to try this new version out. Thank you in advance.

Sorry to hear you are having issues. For account issue, please raise support ticket using the link below, use "ask a question" option. Include all information details. Remember to record down the ticket number for future reference if needed. Do not raise multiple ticket, that will make your ticket back to the end of the line. Send once and wait. Ticket will be answer by the order they send in.

I tried to extend my subscription to Object Desktop which expires in 13 days. After entering my payment details (I live in India), I got the following information from your "agent".
"We regret that your order could not be accepted. We value your business and would like to help you complete this order. Please contact us for assistance."
