Icons outside fences not moveable

Icons outside of the fences snap back to the top left of the screen when I try to move them. The last one to get moved get put at the bottom and they all move up as if they're sorted by 'last modified'.

The issue persists even after uninstalling Fences.

I don't know what setting Fences changed and have no clue where to look.

With Fences now gone I have no way to organize my desktop as it's a massive blob of icon that refuse to stay where I put them.
