The exact thing you are looking for is not available yet. The closest thing is fences folder portals from the product Fences.

Personally I create new desktop pages with different saved folder portals as a way for me to navigate file explorer folders better. It works pretty well for me.

If you mean save groups of explorer tabs then yes. You need Stardock Groupy2.
