Touchscreen tap on taskbar icons double clicks

My laptop has a touchscreen, whenever I tap on an icon to switch to that program it basically double click. so it switches and then it minimizes the program, so the touchscreen taskbar is unusable for me.

Is there anyway to fix this behavior, or is it a known bug?
